{"id":254,"date":"2010-08-17T08:07:26","date_gmt":"2010-08-17T08:07:26","guid":{"rendered":"http:\/\/leedscd.wordpress.com\/?p=254"},"modified":"2010-08-17T08:07:26","modified_gmt":"2010-08-17T08:07:26","slug":"the-challenge-of-leadership-in-leeds","status":"publish","type":"post","link":"http:\/\/realisedevelopment.net\/index.php\/2010\/08\/17\/the-challenge-of-leadership-in-leeds\/","title":{"rendered":"The Challenge of Leadership in Leeds"},"content":{"rendered":"<p>One of the big challenges of leadership is that, once you assume it, you are there to be shot at.<\/p>\n<p>It is not necessarily that people want to bring you down. \u00a0But they do\u00a0want\u00a0to know that &#8216;the leaders&#8217; know their stuff, that they are credible. \u00a0That they are worth following on a journey. \u00a0That they deserve the commitment of discretionary time and effort too. \u00a0That it will all make a positive difference in the end.<\/p>\n<p>In leadership, you have to earn your followers&#8230;<\/p>\n<p>The problem is further compounded if:<\/p>\n<ul>\n<li>leaders choose to more or less replicate a leadership process that the last time around didn&#8217;t pull up any trees<\/li>\n<li>there is even a whiff of a\u00a0suspicion\u00a0that this is not a genuine attempt at leadership but a bit of a box-ticking exercise undertaken at the behest of &#8216;head office&#8217;<\/li>\n<li>there is no clarity about how a vision, once developed will be used to really engage and mobilise the talent, skills and resources of all stakeholders<\/li>\n<li>different opinions, instead of being heard, are simply denied and refuted<\/li>\n<\/ul>\n<p>When some of these conditions are met, then vision based leadership becomes very, very difficult. \u00a0Attempts are\u00a0likely\u00a0to be met with, at best, &#8216;passive aggression&#8217;. \u00a0And I think that\u00a0this\u00a0is the situation facing us in Leeds at the moment with the Leeds Vision 2030 process. \u00a0It is a situation that faces many leadership teams.<\/p>\n<p>People are giving up time and money to engage in a leadership process that should be a very high stakes game for the city. \u00a0Shaping our international profile, providing a platform for a socially just society, rising to an array of carbon and environmental sustainability challenges and\u00a0delivering\u00a0an economy that works, are just a few of the opportunities and challenges that the\u00a0process needs to address.<\/p>\n<p>This is why I\u00a0think\u00a0some people, myself included,\u00a0were disappointed when we first saw the new &#8216;<a href=\"http:\/\/www.whatifleeds.org\/\">Leeds Owl<\/a>&#8216; \u00a0and strapline that have been developed to\u00a0brand\u00a0the Vision 2030 exercise. \u00a0Personally I\u00a0think\u00a0that <a href=\"http:\/\/www.philkirby.net\/what-if-leeds-had-style\">Phil Kirby&#8217;s criticisms<\/a> are justified. So too <a href=\"http:\/\/www.facebook.com\/whatifleeds?ref=ts#!\/topic.php?uid=145130575511664&amp;topic=484\">Lee Hickens<\/a>. \u00a0And I have made some observations about the symbolic\u00a0meaning\u00a0of the owl. In what is a multi-cultural and international city we should show some sensitivity and awareness of what our city symbol means in parts of Japanese, Hindu and African history.<\/p>\n<p>There are all sorts of\u00a0things\u00a0that the council is now doing that I\u00a0think\u00a0show signs of progress. \u00a0Setting up <a href=\"http:\/\/www.facebook.com\/whatifleeds?ref=ts#!\/whatifleeds\">facebook<\/a> pages and <a href=\"http:\/\/twitter.com\/whatifleeds\">twitter feeds<\/a> for example. \u00a0Far more council staff seem to be really engaging, online and off, in some of the stuff that is happening in the city. \u00a0 But these\u00a0tools are double edged swords. \u00a0Reputations take a long time to build online and\u00a0can\u00a0be very quickly lost. \u00a0They will certainly surface more and more critical responses (let&#8217;s face it few of us find the time to write a\u00a0response\u00a0that says &#8216;Great work, keep it up!&#8217;) than more traditional and &#8216;managed&#8217; consultations<\/p>\n<p style=\"text-align:center;\">[youtube=http:\/\/www.youtube.com\/watch?v=lhmjnYKlVnM]<\/p>\n<p style=\"text-align:left;\">But it seems there is still <a href=\"http:\/\/en.wikipedia.org\/wiki\/Astroturfing\">astro-turfing<\/a> going on. \u00a0It can be tricky to sort out the authentic voices. \u00a0And web2.0 savvy folks will forgive many things &#8211; but bad design and\u00a0perceptions\u00a0of inauthenticity are not amongst them!<\/p>\n<p>I\u00a0believe\u00a0the &#8216;What If Leeds&#8230;&#8217; logo debate is only\u00a0partly\u00a0about the aesthetics and\u00a0meaning\u00a0of the brand.<\/p>\n<p>It is, for me at least, much more importantly a signifier of a very\u00a0important\u00a0question. \u00a0Can we work with Leeds City Council and its mechanisms for exercising leadership in the city, or should this be a DIY job? \u00a0We just keep on organising\u00a0and doing what we can to shape life in the city by doing our own stuff.<\/p>\n<p>Is the council a credible and trustworthy partner for\u00a0local\u00a0people already running themselves into the ground doing what\u00a0they\u00a0can. \u00a0Or will it just sap our time, energy and morale?<\/p>\n<p>Will the engagement continue once the Vision is developed, bound and on the shelf?<\/p>\n<p>Personally I am very\u00a0optimistic\u00a0that the appointment of Tom Riordan shows a real\u00a0willingness\u00a0to engage and partner more\u00a0effectively. \u00a0But there is a lot to learn on both sides if we are to make this work.<\/p>\n<p>At the moment I\u00a0think\u00a0Leeds is a more exciting City than it has been for a long time. \u00a0Interesting things are\u00a0happening at the grass-roots in business, culture, community development, marketing and technology. \u00a0 And, if we can get the engagement with the council right, we might be able to pull off something of real importance for the city. \u00a0 But we must have confidence in those we engage with and their ability to manage effectively the complex process for strategic change that they\u00a0have\u00a0chosen to use. \u00a0And we must earn their trust too. \u00a0This is a two-way process.<\/p>\n<p>It is not just about &#8216;us&#8217; going on a journey with &#8216;them&#8217;. \u00a0It is about all of us journeying together. \u00a0Learning has to be done on all sides.<\/p>\n<p>Or should we just go it alone?<\/p>\n<div class=\"SPOSTARBUST-Related-Posts\"><ul class=\"entry-meta\"><li class=\"SPOSTARBUST-Related-Post\"><a title=\"City of Dreams\" href=\"http:\/\/realisedevelopment.net\/index.php\/2013\/01\/26\/city-of-dreams\/\" rel=\"bookmark\">City of Dreams<\/a><\/li>\n<li class=\"SPOSTARBUST-Related-Post\"><a title=\"An imaginary open letter: To those who would &#8216;engage&#8217; us&#8230;\" href=\"http:\/\/realisedevelopment.net\/index.php\/2012\/08\/09\/an-imaginary-open-letter-to-those-who-would-engage-us\/\" rel=\"bookmark\">An imaginary open letter: To those who would &#8216;engage&#8217; us&#8230;<\/a><\/li>\n<li class=\"SPOSTARBUST-Related-Post\"><a title=\"Patient Opinions on NHS Services in Leeds\" href=\"http:\/\/realisedevelopment.net\/index.php\/2012\/07\/07\/patient-opinions-on-nhs-services-in-leeds\/\" rel=\"bookmark\">Patient Opinions on NHS Services in Leeds<\/a><\/li>\n<li class=\"SPOSTARBUST-Related-Post\"><a title=\"Some thoughts on Best City outcomes\" href=\"http:\/\/realisedevelopment.net\/index.php\/2012\/07\/05\/some-thoughts-on-best-city-outcomes\/\" rel=\"bookmark\">Some thoughts on Best City outcomes<\/a><\/li>\n<li class=\"SPOSTARBUST-Related-Post\"><a title=\"Some Barriers to Engagement\" href=\"http:\/\/realisedevelopment.net\/index.php\/2012\/06\/13\/some-barriers-to-engagement\/\" rel=\"bookmark\">Some Barriers to Engagement<\/a><\/li>\n<\/ul><\/div>","protected":false},"excerpt":{"rendered":"<p>One of the big challenges of leadership is that, once you assume it, you are there to be shot at.
