{"id":272,"date":"2010-08-31T12:53:49","date_gmt":"2010-08-31T12:53:49","guid":{"rendered":"http:\/\/leedscd.wordpress.com\/?p=272"},"modified":"2010-08-31T12:53:49","modified_gmt":"2010-08-31T12:53:49","slug":"a-radical-idea-for-a-lep","status":"publish","type":"post","link":"http:\/\/realisedevelopment.net\/index.php\/2010\/08\/31\/a-radical-idea-for-a-lep\/","title":{"rendered":"A Radical Idea for a LEP&#8230;"},"content":{"rendered":"<p>First of all reject the temptation to be entirely strategic.<\/p>\n<p>Don&#8217;t try to analyse the economy like it is a game of monopoly where you can understand the roll of the dice, <a href=\"http:\/\/localenterprise.wordpress.com\/2010\/02\/01\/employment-and-skills-21st-century-stylee\/\">seeing and preparing for an uncertain future<\/a>. \u00a0Don&#8217;t pretend that people and their aspirations count for nothing as you ponder the balance between investing in ports, ring-roads, runways or fibre.<\/p>\n<p>Instead learn to compliment strategic development with a\u00a0responsive\u00a0approach. \u00a0One that engages residents in their hopes and aspirations for a better life and gives them the power and the\u00a0responsibility\u00a0to pursue them. \u00a0Put your faith and confidence in people. \u00a0Provide them with hope, leadership and support.<\/p>\n<p>Dare to be relevant to people and not just &#8216;the business community&#8217;.<\/p>\n<p>A city region of around 3m people like Leeds would require a network of around 75 coaches to provide access to person centred coaching support for everyone that really wanted it.<\/p>\n<ul>\n<li>It would engage about 45 000 people in the process of providing direct hands on assistance to their peers.<\/li>\n<li>It would provide direct assistance to about 16500 beneficiaries a year, the vast majority of whom would make significant progress in their personal journeys as a result of\u00a0benefiting\u00a0from a coaching rather than a coercive\u00a0approach.<\/li>\n<li>I would anticipate at least 750 sustainable business starts from this cohort every year. \u00a0I would envisage business survival rates around the 90% rate after 3 years.<\/li>\n<li>It would make a very real difference to the\u00a0perceptions\u00a0of some 20 000 people a year about the extent to which they feel that they &#8216;belong to&#8217; and &#8216;feel supported&#8217; in their community.<\/li>\n<li>In addition to traditional &#8216;enterprise&#8217; outputs I would expect substantial impacts on\u00a0health\u00a0and well-being as well as increases in volunteering, cultural productivity, mental health, fitness and so forth.<\/li>\n<li>It would help to integrate the dual priorities of economy and community rather than treating them as separate and often incompatible determinants.<\/li>\n<li>Within 3-7 years I would expect it to have made a sustained and measurable difference to the enterprise culture in the city region.<\/li>\n<\/ul>\n<p>And it would cost about \u00a33.75 million a year.<\/p>\n<p>The price of a very rich wo\/man&#8217;s house.<\/p>\n<p>NB this piece was prompted by reading &#8216;<a href=\"http:\/\/www.thebusinessdesk.com\/blog\/wp-content\/uploads\/2010\/08\/Economic-Opportunities-Challenges-for-LEPs.pdf\">The Economic Opportunities and Challenges for the emerging Local Enterprise Partnerships (LEPs) in Yorkshire and Humber \u2013 Briefing Paper<\/a>&#8216;.<\/p>\n<p>As far as it goes\u00a0this\u00a0is an ok piece of work.
