Rooting them in community development principles and practical action is even better.<\/p><\/blockquote>\n<p>But what are these principles?\u00a0 A quick bit of web research found this list from\u00a0<a href=\"http:\/\/www.cdx.org.uk\">CDX<\/a> in Sheffield:<\/p>\n<blockquote><p><strong>Values<\/strong><\/p>\n<p>Community development workers support individuals, groups and organisations in this process on the basis of certain values and practice principles.<\/p>\n<p>The values at the core of community development are:<\/p>\n<ul type=\"disc\">\n<li>social justice<\/li>\n<li>self-determination<\/li>\n<li>working and learning together<\/li>\n<li>sustainable communities<\/li>\n<li>participation<\/li>\n<li>reflective practice<\/li>\n<\/ul>\n<p>The practice principles that underpin these values are:<\/p>\n<p><strong>Social justice<\/strong><\/p>\n<ul type=\"disc\">\n<li>respecting and valuing diversity and difference<\/li>\n<li>challenging oppressive and discriminatory actions and attitudes<\/li>\n<li>addressing power imbalances between individuals, within groups and society<\/li>\n<li>committing to pursue civil and human rights for all<\/li>\n<li>seeking and promoting policy and practices that are just and enhance equality whilst challenging those that are not<\/li>\n<\/ul>\n<p><strong>Self-determination<\/strong><\/p>\n<ul type=\"disc\">\n<li>valuing the concerns or issues that communities identify as their starting points<\/li>\n<li>raising people&#8217;s awareness of the range of choices open to them, providing opportunities for discussion of implications of options<\/li>\n<li>promoting the view that communities do not have the right to oppress other communities<\/li>\n<li>working with conflict within communities<\/li>\n<\/ul>\n<p><strong>Working and learning together<\/strong><\/p>\n<ul type=\"disc\">\n<li>demonstrating that collective working is effective<\/li>\n<li>supporting and developing individuals to contribute effectively to communities<\/li>\n<li>developing a culture of informed and accountable decision making<\/li>\n<li>ensuring all perspectives within the community are considered<\/li>\n<li>sharing good practice in order to learn from each other<\/li>\n<\/ul>\n<p><strong>Sustainable communities<\/strong><\/p>\n<ul type=\"disc\">\n<li>promoting the empowerment of individuals and communities<\/li>\n<li>supporting communities to develop their skills to take action<\/li>\n<li>promoting the development of autonomous and accountable structures<\/li>\n<li>learning from experiences as a basis for change<\/li>\n<li>promoting effective collective and collaborative working<\/li>\n<li>using resources with respect for the environment<\/li>\n<\/ul>\n<p><strong>Participation<\/strong><\/p>\n<ul type=\"disc\">\n<li>promoting the participation of individuals and communities, particularly those traditionally marginalised \/ excluded<\/li>\n<li>recognising and challenging barriers to full and effective participation<\/li>\n<li>supporting communities to gain skills to engage in participation<\/li>\n<li>developing structures that enable communities to participate effectively<\/li>\n<li>sharing good practice in order to learn from each other<\/li>\n<\/ul>\n<p><strong>Reflective practice<\/strong><\/p>\n<ul type=\"disc\">\n<li>promoting and supporting individual and collective learning through reflection on practice<\/li>\n<li>changing practice in response to outcomes of reflection<\/li>\n<li>recognising the constraints and contexts within which community development takes place<\/li>\n<li>recognising the importance of keeping others informed and updated about the wider context<\/li>\n<\/ul>\n<\/blockquote>\n<p>This looks like a pretty good list of design criteria.<\/p>\n<ul>\n<li>Anything missing?<\/li>\n<li>Anything better?<\/li>\n<\/ul>\n<p>Reading through this list and reviewing some of the current enterprise and entrepreneurship programmes being delivered in the name of community developement and regeneration I am finding it hard to find (m)any that don&#8217;t significantly fail several of these tests of principles and values.<\/p>\n<div class=\"SPOSTARBUST-Related-Posts\"><ul class=\"entry-meta\"><li class=\"SPOSTARBUST-Related-Post\"><a title=\"An imaginary open letter: To those who would &#8216;engage&#8217;
