{"id":633,"date":"2009-04-07T07:44:38","date_gmt":"2009-04-07T07:44:38","guid":{"rendered":"http:\/\/localenterprise.wordpress.com\/?p=633"},"modified":"2009-04-07T07:44:38","modified_gmt":"2009-04-07T07:44:38","slug":"kevin-horne-on-solutions-for-business","status":"publish","type":"post","link":"http:\/\/realisedevelopment.net\/index.php\/2009\/04\/07\/kevin-horne-on-solutions-for-business\/","title":{"rendered":"Kevin Horne on &#8216;Solutions for Business&#8217;"},"content":{"rendered":"<p>Kevin Horne is CEO of one of the UK most successful <a href=\"http:\/\/www.nwes.org.uk\/\">enterprise agencies<\/a>.\u00a0 He has been in the game for a long time now and understands, as well as anyone, how it works, both in terms of policy and operations.\u00a0 So when he writes a blog post about the new &#8216;<a href=\"http:\/\/enterpriseandbusiness.blogspot.com\/2009\/04\/do-we-really-have-solutions-for.html\">Solutions for Business<\/a>&#8216; we should listen to him.\u00a0 Carefully.\u00a0 We should listen between the lines too.<\/p>\n<blockquote><p><span style=\"font-family:arial;\">The government has recently launched its &#8220;Solutions for Businesses&#8221; product portfolio which is the result of much consultation under the Business Support Simplification Programme.<\/span> <span style=\"font-family:arial;\">On reading the proposals it is difficult to see much to argue with; the product range is rationalised, it hits the main elements of support that a new, growing and maturing business will need and it is simple to understand. So why is it that I still retain some element of doubt that we will see real change?<\/span><\/p><\/blockquote>\n<p>Is it just me that reads &#8216;<em>plus \u00e7a change, plus c&#8217;est la m\u00eame chose<\/em>&#8216;? (The more it changes, the more it is the same thing).<\/p>\n<p>I wanted to post a comment of my own thoughts.\u00a0 Kevin&#8217;s analysis says essentially that the bureacrats and policy wonks have once again provided a framework in which things can change and yet WILL remain the same.\u00a0 I agree with him.\u00a0 However I do think the entrepreneur can find another option.\u00a0 Here is the jist of what I would have commented (had I been smart enough to find the comment buttton!):<\/p>\n<blockquote><p>Kevin, over the last 20 years I have witnessed a number of such re-births of business support &#8211; as have you.\u00a0 <span style=\"text-decoration:underline;\"><strong>None <\/strong><\/span>have been transformational, either for us as suppliers or for our customers.<\/p>\n<p>It is easy for us to blame the policy makers for this.\u00a0 They are culpable.\u00a0 <strong>This is a classic bureaucratic mindset<\/strong>.\u00a0 &#8216;Sorry our services remains so far beneath their potential to transform and inspire.\u00a0 Our managers\/funders won&#8217;t let us deliver on such lofty ambitions.&#8217;<\/p>\n<p>What would an entrepreneurial mindset think?\u00a0 &#8216;We can and must transform and inspire.\u00a0 How can we do this within the existing rules of the game?\u00a0 How can we effectively engage the guardians of the rules of the game so that they are changed?\u00a0 Substantially?<\/p>\n<p>Once you engage advisers and other service providers on the challenge of transforming and inspiring they become liberated, imaginative and creative.\u00a0 They get fired up.\u00a0 They form more honest and powerful relationships with clients.\u00a0 They no longer turn the handle on the sausage machine.\u00a0 They engage.<\/p>\n<p>Instead of pointing the finger at the bureaucrats (which is one of my favourite past-times too) we have to find the wriggle room to do something exceptional.\u00a0 <strong>Because if we believe we are to preside over yet another re-arrangement of the deck chairs then that is ALL we will do.<\/strong><\/p><\/blockquote>\n<p>As an aside I suspect that Kevin&#8217;s comments and my reactions will hardly be noticed.\u00a0 The business support industry has still not discovered the web.\u00a0 Where it does use the web it uses it as an extension of its push marketing stratgey.\u00a0 It certainly does not get web 2.0.<\/p>\n<p>That in itself tells us why so often business support still fails to engage.<\/p>\n<p><span style=\"font-family:arial;\"><br \/>\n<\/span><\/p>\n<div class=\"SPOSTARBUST-Related-Posts\"><ul class=\"entry-meta\"><li class=\"SPOSTARBUST-Related-Post\"><a title=\"Olympic Gold &#8211;
