What Now Leeds…?

I spent a bit of time yesterday looking at the latest DRAFT ‘Vision for Leeds’, developed by the Leeds Initiative.  It has been under development for months now, and many of us will have contributed ideas through the ‘What If Leeds’ workshops or through the online forum that was set up for the job.  Depending on your point of view this document is either of central importance in influencing the development of the City, or just meaningless verbiage.  The amount of time I have put into this over the last year or so I really hope it is the former.

The new Vision for 2030 has been drafted, including City Priority Plans covering the work of 5 sub-boards:

  • Children and Families
  • Safer and Stronger Communities
  • Sustainable Economy and Culture
  • Regeneration
  • Health and Wellbeing

Clearly there are overlaps between these boards with much of what needs to be done needing co-ordination across several of them.

It is important to recognise that none of these sub boards have any powers. These remain with the partnership member organisations, including The Council, NHS, Police and Fire Authorities, Education, the private and third sectors. The boards simply provide a mechanism through which each organisation’s work can be co-ordinated and perhaps influenced to fit in with the over-arching development of the City.

But back to the draft Vision.

The Vision itself is incredibly bold and ambitious.  As the Vision says, the people of Leeds have spoken – and this is our Vision!

By 2030, Leeds will be locally and internationally recognised as the best city in the UK

By 2030, Leeds will be fair, open and welcoming. Leeds will be a place where everyone has an equal chance to live their life successfully and realise their potential. Leeds will embrace new ideas, involve local people, and welcome visitors and those who come here to live, work and learn.

By 2030, Leeds’ economy will be prosperous and sustainable. We will create a prosperous and sustainable economy, using our resources effectively. Leeds will be successful and well-connected offering a good standard of living.

By 2030, All Leeds’ communities will be successful. Leeds’ communities will thrive and people will be confident, skilled, enterprising, active and involved.

Nothing if not ambitious.

Each of these headline aims are expanded into a number of bullet points, such as:

  • people are treated with dignity and respect at all stages of their lives – (which I love because of the sheer scale of its ambition)
  • we all behave responsibly (which I love because of its sheer idiocy and unwillingness to accept human nature for what it is! Imagine the focus groups defining ‘responsible behaviour’, and the fun that might be had with enforcement!  And we all behave responsibly when?  All of the time?  Some of the time?  Once in a while?  In public places? We might need some kind of ‘responsibility licence’ where we get ‘points’ for irresponsible behaviour.  Too many points and your banned.  Perhaps each community can shape its own definitions of ‘responsible’ allowing us to develop communities with distinct cultures.
  • local people have the power to make decisions that affect us – (I am guessing that in this case the ‘Us’ is the council and its partners – just imagine that, a city where citizens had the power to make decisions that affect the state!  We could call it ….democracy….)
  • a strong local economy driving sustainable economic growth (a local economy! Not a regional, national or global one.  Just imagine that.)
  • work for everyone with secure, flexible employment and good wages – a city of full employment and good (above average?) wages
  • high-quality, accessible, affordable and reliable public transport
  • successfully achieved a 40% reduction in carbon emissions (by 2020)
  • people have the opportunity to get out of poverty (now I would like to think that we could strengthen this to say everyone that wants support to get out of poverty is able to access it and use it to make progress, or some such)
  • community-led businesses meet local needs (look out private ownership – the Peoples Republic of Leeds is after you.  You can go and meet the needs of non locals – but here, we look after our own.  Community led banks, utilities…everything! By 2030.)
Now I love a big hairy audacious goal as much as anyone.  They require great leadership, tremendous commitment, phenomenal communication, a willingness to fail in their pursuit and, usually a lot of time and money.  And if you are going to engage me in the pursuit of a BHAG, you had better be serious about it.  Any hint that this is hot air or political posturing without the commitment and resources to have a real crack…..
The draft vision then starts to move towards implementation in the form of a series of City Priority Plans, one for each of the 5 sub boards.  And here I have some real concerns – because some of our BHAGs get diluted,  BIG TIME.

So the Vision (or BHAG) of Leeds being a ‘healthy and caring city’, becomes a 4 Year Priority to ensure that ‘More People Make Healthy Lifestyle Choices’ which gets translated into a Headline Indicator that tracks the number of adults smoking.  A vision that could be something to rally people around becomes a simple quantitative goal that the NHS and Government taxation will ensure happens anyway.
And this is not a one off.
The City Priority Plan for regeneration has a Four Year Priority to ‘Support the recovery of the Leeds Economy’.  And the Headline Indicator for this?  Development of an as yet unspecified number of hectares of brownfield land!
If we are not careful we will end up with a bureaucratic response to the ‘Vision for Leeds’ that will enable the various strategic partners to get on with what they were doing anyway.
At least some of the people of Leeds spoke their minds when it comes to setting the vision for the City.  I think that we now need to speak our minds again when it comes to developing the City Priority Plans.

Enterprising Communities: The Big Conversation

‘Enterprising Communities: The Big Conversation‘ will bring together policy makers and practitioners to explore the challenges of developing and sustaining enterprising communities.

Using ‘Open Space’ methodologies The Big Conversation will give you the chance to say what you need to say, exchange ideas with others and build your networks from across the UK.

Topics for exploration might include:

  1. Enterprise – more than just business: enterprise for well being and community
  2. The competent community: the role of peers in supporting enterprise
  3. Fresh approaches to enterprise development: what could innovation in our industry look like?
  4. Opportunities and threats to enterprising communities: what are they and how can we respond?
  5. Enterprising communities: Do we know them when we see them?
  6. Connecting communities: the role of enterprise in building bridges between and within communities
  7. Enterprise and the economy: from enterprise to wealth creation.
  8. Sharing interesting practice: a showcase for innovative approaches.
  9. The Enterprising Campus: lessons for, and from, education
  10. The Coaching Community: can a coaching culture drive community?
  11. Is Capital still King?: the role of knowledge, social capital and finance in creating enterprising communities
  12. Nurturing enterprise: the impact of social media

But this is your conference.  Bring your own ideas for discussion.  Perhaps even a short presentation.

Asset Based Community Development…

Last week I ran a workshop for the Yorkshire and Humber Community Development Network on Asset Based Community Development (ABCD), what it is, and why we should think about it.

And one of the questions I got was ‘What is the relevance of ABCD to health promotion?’

An excellent question.

But first let’s establish what we mean by ‘asset based community development’.  Or even ‘community development’.  But wait, can we even agree on ‘community’? Or ‘development’?

Community development, at its best, helps individuals and groups of people develop the power that they need to make the progress they choose in their own lives.

This is done either through a focus on ‘assets’ or a focus on ‘needs’, giving us ‘asset based community development’ or ‘needs (or deficit) based community development’.  The following table gives some examples of assets and needs as they might be described in relation to individuals and communities.

So, in ABCD we start with what people and the community already have and with what they want to achieve, individually or collectively.  Development starts where the people are, and works with what they have got.  It embraces a philosophy that says we already have everything that we need in order to make progress. “Start change from where you are, and with what you’ve got.”

On the other hand, needs based community development starts with some sort of judgement of what is wrong with a community or individual.  What is missing.  This takes the form of some sort of assessment, usually done by an external agency, with a view to working out what needs to be fixed and how this might be achieved.  The vast majority of what is described as ‘community development’ work in the UK takes this needs based form.  It starts from a philosophy that says  ‘we know what is good for the community/individual and we will work to bring it about’.    It might be characterised as ‘Start from where we want you to be, and work with what we give you’.  The vast majority of health promotion work is close to this needs based model.  These needs based projects often use the tools and techniques of ‘community development’ recruiting local champions, building interest groups and generally doing what is needed to achieve the funders policy goals.  But is it community development?  Does it give people and groups the power to work on their agendas, or does it merely seduce them into working on the agendas of the funder?  And if course when the funder runs out of money, or the policy goal changes the community development stalls.

It is worth noticing that if you adopt a need based approach your stance will essentially have to be one of nagging, nudging or nannying however carefully you present it.  Whereas if you choose an asset based approach your role will be to facilitate, coordinate and connect.

So what would an ‘asset based’ approach to health development look like?

Well first of all it would not be on the agenda just because a funder had identified a need.  It would only be on the agenda if local people or groups recognised that they needed to work on health issues in order to make the progress that they want to make.  This implies that funders would need to learn to respond to the self-determined needs , or wants, of the community.  They need to understand working responsively as well as their more usual strategic perspective.

Health would be negotiated alongside enterprise, culture, employment and many other topics that the community may wish to address.  The development agenda in an asset based approach is much more likely to be holistic, whole system and person centred.  This contrasts with need based approaches which frequently lack integration, only work on part of the system and are centred on policy goals rather than people and their aspirations

An asset based approach, starting from where we are, working with what we have got, would be much less sensitive to the changing funding priorities of policy makers and is more likely to enable prolonged and steady progress.  It is also much more likely to build long-lasting social capital, of all types.

So why then are so many, the overwhelming majority in fact, of community development projects ‘needs based’ rather than ‘asset based’?  Well it has little to do with efficacy, in my opinion, and everything to do with accommodating the policy goals, timescales and resources of funders.

With the asset based approach you never really know what issues you may end up working on or what might be achieved. And, regardless of what might be done to help individuals and groups of people develop the power that they need to make the progress they choose in their own lives, which funder is going to invest in a methodology that will not allow them to tightly control outcomes, milestones and resources?

TEDxLeeds, Ted Turner, Anti-war, MDGs, and Development

I spent a fairly surreal afternoon in a lecture theatre in the Leeds Met. Rosebowl yesterday afternoon.

We had been invited to ‘take part in’ (actually watch) a live simulcast from the TEDx team in New York, working with the Gates Foundation to look at progress on the UNs Millenium Development Goals (halving poverty, reducing infant mortality, improving maternal care etc).

Surreal because the entire front row was filled with bagels, muffins, cookies and fruit, the lecture theatre was half empty, and we sat gawping at a large screen while some people in a foreign land berated and congratulated themselves in roughly equal measure on their progress.

As the afternoon went by I got increasingly uncomfortable.  A feeling not assuaged by copious bagels and cupcakes, as we witnessed a theatre full of rich folks in New York clapping along to Bajah and the Dry Eye Crew.

But the source of my discomfort was more than just the cultural dissonances.  It was that for me some of the central tenets for good development work appeared to have been overlooked.

Instead of being invited in by communities to work on the issues that mattered to them it felt like we (the great and the good of the west) had dropped into their world to work on the issues that mattered to us, as judged by our moral compass and our self interest.  Not theirs.  And we could do it because we were rich.  We could hustle our way into the game because we had a whole stash of cash.

So we celebrated the fact that through increased access to contraception ‘we’ had succeeded in reducing family size in just about the whole world.  And as we all know reducing the planets population growth is essential.  No mention of the fact that small families in the West use a gazillion times more of the earths resources than even a large African family compound for example.

We celebrated the fact that Coca Cola had a distribution network to flood the 3rd world with diabetes inducing corn syrup based products and that we could use the same channels to flood the same communities with our ideologies of entrepreneurship and ‘progress’.  In my experience the tobacco companies have been even more successful in setting up networks of distribution and influence throughout the planet – but I guess they are just too clearly part of the dark side for happy, shiny people to embrace.  Good old Coca Cola on the other hand….

One of the first principles of good development should be R.E.S.P.E.CT.

Respect for the culture on the ground.  Respect for what local people value and find important.  Respect for how they are trying to shape their futures, whether or not they fit neatly with our ideologies and ideals.   A certain humility and a refusal to believe that ‘our superiority’ means that we have the solutions to their problems.

Good development work should be less about turning the developing world into entrepreneurs who can, and do, control their own fecundity than about helping people find the power to act in their own interests, rather than ours.

Ted Turner said recently “War is obsolete. You end up bombing your customers.”

And at times yesterday I felt as if the whole Millennium Development Goal thing was a kind of ‘anti-war’, the objective of which is to make everyone healthy and rich enough to consume.

A massive exercise in expanding viable territories.  Rather than an exercise in compassionate facilitation of self determination.

As Ted Turner went on to say….’why do you think I gave the UN $1bn? I could have bought a couple of really big yachts with that money.’

Big thanks to @imranali and @herbkim for setting this gig up.  One of only 2 in the UK.  It certainly engaged the heart and mind of this leeds citizen of the world.
