A Future with HEART?

Yesterday I went to the official opening of HEART – Headingley Enterprise and Arts Centre, an old Primary School, in a vibrant Leeds suburb which has been converted to a high standard by the Headingley Development Trust to provide:

  • 13 meeting rooms of various shapes and sizes
  • Exhibition space which local artists can use to hang their work
  • The Pulse Enterprise Space – shared workspace available on a membership basis
  • A Cafe, run by an independent operator, with 45 indoor covers and outside, off street, seating for 30 more

With, what seems to the untrained eye, excellent green credentials (solar panels, photovoltaic cells, grey water collection etc) the HEART Centre is a great new facility.  And with an eye to keeping costs down, using teams of volunteers wherever possible to run the building (very ‘big society’) and keeping debt as low as possible, the centre, with a lot of hard work, may just pay its way commercially and fulfil its vision – to create a vibrant and welcoming space for a wide range of people to meet, mix, work and play.

Similar in look and feel to both Hillside and Shine, I think there are several reasons why HEART has a chance of succeeding in the pursuit of its vision.

Firstly it is situated in a relatively prosperous part of the city, there are plenty of bright, young, and not so young things, with Mac Books, notebooks and iPads running small businesses who will almost immediately recognise the value of the Pulse Enterprise Space and find the £25 per month entry point both affordable and cost-effective.

It enjoys a wonderful location, with excellent footfall, and provides great spaces which fit well with the expectations and aspirations of many local people.

It really has been a carefully researched labour of love – the culmination of a 5 year project, led by local people, to keep the school in community use.

But perhaps most importantly I think it stands a chance of success because it is the flagship project of an established Development Trust led by local people who generally live in, and share insights into, the community that they exist to serve.  The Trust has developed over several years and those involved have already more than cut their teeth on a number of other projects including the Headingley Farmers Market, a Housing Project, a Community Orchard and even a Pig and Fowl Coop.  So the building is in the hands of a well established group of people committed to Headingley who have shared experiences over a number of years that have developed a real competence in their work.

Some Challenges to Be Met

Doing what pays – rather than doing what is wanted.  On my tour of the centre I was told about a significant demand from local people to have somewhere to practice their art, painting, drawing and so on – a community studio of some type.    However the centre was unable to respond to this demand because it is not commercially viable.  Local people want to develop their passion and skill and come together communally but this desire, at the moment at least cannot be catered for.  Perhaps in future surpluses from commercial activities could be used to cross subsidise such a resource?

We have to understand that financial viability follows on from the development of real craft.  It is not its pre-cursor.  If we could build a community of artists doing outstanding work then the revenues might start to flow.  Building skills and relationships lies at the heart of effective community development.  If we simply provide a home for those who are already economically viable perhaps we are missing a trick?

Displacement – There is a danger that money that gets pulled into the HEART Centre may be money that is pulled away from other local businesses and community groups offering similar services.   Of course competition is a good thing, as long as the playing fields are kept level between the private sector and community groups.  But if community groups are able to leverage volunteers, grants and subsidises not available to the private sector to compete with them then the results will not always be what we might hope.

Further Driving Inequality in the City? – Headingley, although not without the problems that come from a high population density including lots of students and ‘young professionals’, is not a deprived area.  Indeed it is the only part of the ‘Leeds Rim’ not to be amongst the most deprived wards in the country.   So we have a ‘successful community’ learning how to make itself more successful.  Which is to be applauded.

But can we do more to ensure that gaps between the rich and the poor do not further open up in the city?  How do we work successfully in more deprived areas to ensure that they too share in successful economic and social development.  I am not sure that similar buildings in more deprived parts of the city will have the same chance of really making a difference.

Keeping the Doors Open and On Mission

Buildings, especially ones that are open long hours, cost a lot of money.  Centre managers, caretakers, security, insurances, rates, utility bills and servicing debts all add to the overheads.  It is easy for the imperative to generate income to over-ride the social mission of such spaces.  Bills have to be paid.  But sometimes the desire to pay the bills takes the building away from what it was intended to be.  So, instead of being a place for the local community more of it is made available to affluent outsiders.

Hopeful…

But I am hopeful for HEART.  I think it has an excellent chance of doing great work in Headingley.  The host development trust seems well run.  It is embedded in the local community.  It will be hard work, and I suspect not without real scares along the way.  But I have a suspicion that HEART and the Headingley Development Trust will be a part of the Leeds infrastructure for some time to come.  It may be hard to make the managed workspace/meeting room combination work in more deprived areas of the city – but with a bit of tweaking it may be just right for Headingley.

A Dependent Client Class

J.G Ballard (Empire of the Sun, Crash and many others) writes in his autobiography, Miracles of Life:

The funds disbursed by the Arts Council over the decades have created a dependent client class of poets, novelists and weekend publishers whose chief mission in life is to get their grants renewed, as anyone attending a poetry magazine’s parties will quickly learn from the  nearby conversations.  Why the taxes of people on modest incomes (the source of most taxes today) should pay for the agreeable hobby of a North London children’s doctor, or a self important idler like the late editor of the New Review, is something I have never understood.  I assume that the patronage of the arts by the state serves a political role by performing a castration ceremony, neutering any revolutionary impulse and reducing the ‘arts community’ to a docile herd.  They are allowed to bleat, but are too enfeebled to ever paw the ground.

I can’t help but think the state is using much the same tactic with community development workers,  third sector and social enterprise communities.

Even in the for profit sector the state has fallen so in thrall of the ‘start up rate’ that many business are started in a flabby and flaccid condition because of the ‘encouragement’, soft loans and grants made available in some areas.

Never Discourage Anyone…But Don’t Motivate Them Either

Never.  NEVER!  NEVER!

I wish the judges of enterprise competitions would understand the importance of this.

At the grand finals of a recent dragon’s den type event (which included the usual cocktail of local business people, ‘would have been’ apprentices and celebrity millionaires on the judging panel) 6 finalists were asked to pitch their ideas.

The setting was the enormous stage in the Main Hall of a local University.  Powerpoint, radio mics, lapel mics, comperes.  It had the lot.

The audience?  A couple of hundred family and friends, enterprise professionals and housing types.  Some of the finalists took to this platform like a duck to water.  For others it was more like lambs to the slaughter.  I suspect for none of them was this a situation that could REALLY be justified as a legitimate and essential part of their ‘enterprise education’.  For most it was certainly not timely.

The task?  Deliver a 6 minute pitch about your business/start up idea and then face 6 minutes of questionning, while dealing with problems with both sound and AV systems of farcical proportions.  These were so acute I began to think they were deliberatley staged to test participants’ ability to think on their feet.  I am still not sure if the computer maintenance business sabotaged their own powerpoint to make some sort of point?

And the judges seemed to have available to them one of two responses.  The first were variations of  ‘You have something’, ‘You will make this work’, ‘Whatever you try you will find a way’.  At least one of the judges seemed to be able form this response based on just what people looked like!

The second was ‘You have got a problem’, ‘You have got nothing’, ‘It is terribly confused’, ‘Your name doesn’t work’.

It is hard to know which of these is responses is more dangerous.

I am sure the event and the competition that led upto it was a great success for funders.  Lots of PR, a big dinner etc.  But can we really say this is community engagement in enterprise?

I suspect that some of the competitors found the whole process deeply discouraging.

Interestingly the winner and runner up were both graduates.  Another wonderful example of enterprise skimming?

The Advantage of Social Enterprise

Rob Greenland over at The Social Business has written a piece about how the ‘table’ that social enterprise has fought so hard to get a place at has collapsed.  I am assuming Rob means the table where policy is thrashed out and funds are allocated.

Rob’s analysis is that this table has collapsed.  They have no cash to spend since the bankers have grabbed it all.  So “What is a social entrepreneur meant to do now?” Rob asks.

Well I think the collapse of this table could be just the tonic that the social enterprise sector needs.

The sectors’ advantage is not in being a cheaper route to market for bureaucrats  – implementing their policies and plans (although this may be a legitimate benefit it CAN offer).  Its’ advantage lies in the ability of social entrepreneurs to tell stories of social change, social injustice and progress. In being able to attract, retain and develop talented and committed people who share in the vision and have the potential to manifest it.  In harnessing the potential of those affected by injustice and using it to drive progress.

So instead of trying to manoeuvre to catch the crumbs from the top table perhaps the sector should focus on sharpening vision, improving stories, and building a movement that people will want to join and work in because of its autonomy, independence and creativity; its ability to provide fulfillment and a decent wage – not because of the funding streams that it can secure (along with KPIs, evaluation frameworks and other game playing  inducements attendant with the mainstream).

When we are sat at the top table we have our backs to the real social enterprise marketplace.

Of course the sector needs to maintain good relationships with the ‘top table’.  It needs to influence, lobby, advise and occasionally disrupt.  If it can secure investment on its terms than so much the better.  But it needs to ensure that the money and power available does not corrupt – as it so often has.  That the pull of the cash does not lure us away from core purpose and beliefs.  That it does not allow us to kid ourselves that the latest funding stream to ‘do things to people’ might just work – this time – if we can only get our hands on the cash.  The social enteprise sector has to have the guts to be uncompromising on vision, values and beliefs.  It has to maintain integrity.

This requires the sector to develop an entreprenurial management and leadership culture.  A progressive mindset.  Progressive management.  Not Political.

The social entrepreneur needs to be comfortable and competent at managing and leading through vision, values, social goals and objectives and then relying on creativity and innovation to secure sustainable investments.  They must be obsessed with the social change they are trying to deliver and the recruitment and retention of a tribe of professionals and volunteers who can help.  Not with reading the political runes.  They need to promote change, not maintenance, autonomy not dependence (on the top or any other table), courage not conventionality.

The advantage of social enterprise is that it can be transformational.  People will join a transformational movement and bring to it their passion, creativity and hard work.  Turn it into another transactional part of the prevailing bureaucracy and this advantage will be lost.

And finally of course any organisation can be a social enterprise regardless of structure.  Many ‘for profits’ have learned how to create social change and a sustainable profit!

The E-Factor

Had a great morning yesterday when I got to meet some of the team responsible for the development of the LEGI programme in North East Lincolnshire – and got to enjoy the splendour of Cleethorpes!

So what impressed me about the e-factor approach?

  • The enthusiasm and belief about what could be achieved in North East Lincolnshire
  • The commitment to real outreach work (facilitating an understanding of enterprise rather than trying to sell services and facilities)
  • A commitment to develop the demand for enterprise services before investing in too much infrastructure (an ambitious property development programme is underway – but only after the outreach and adviser teams have already got some hungry and ambitious clients)
  • The functional, astute and prosaic approach to developing property – this is about affordability, commerciality, sustainability and flexibility – not about signature buildings and grand statements
  • The close integration of all parts of the delivery team – most of the key staff work for a single social enterprise.  They share an office and have a close commitment to, and history with the communities they serve
  • There is a real sense of ‘shared destiny’ across the various strands of project development – a real recognition of how success in all aspects will be critical to the success of the project as a whole
  • Some really great case studies of significant progress already made to transform the lives of clients – these will provide a strong platform for developing an excellent reputation where it matters – in target communities.

Big thanks to Charlotte, Tony, Matt and Paul for spending  time with me. I am really interested to see how things develop in North East Lincolnshire.
